Sites are submitted via submit.html and processed via submit.pl.

About once a week:

* run surfb to set up admin inspection files.
* browse surf.html and approve/reject submissions, then submit
* hand-edit related.html if any "related" entries (SBCsearch only)
* hand-edit colleges.html if any "colleges" entries (SBCsearch only)
* hand-edit state.html if any "state" entries (SBCsearch only)
* hand-edit agencies.html if any "agencies" entries (SBCsearch only)
* run chadd to update web & admin files
  - run notify3 for email notification only
  - run chupdate for web page update only
  - run url2cfg for URL->config file only
* check to make sure the pair of config files is updated if at the top of dirlist
